One letter removed: S.
One letter added: F.
From Special Intensive Revision to First Information Report.
From seeing the list to filing against the person who questions the list_.
This is not a slip. It is a crypt at work.
1. SIR: The Seeing That Un-Sees
S in SIR is Special. Not routine. Not annual. Special.
Why special now? Because for 10 years we carried a dead inside rolls.
Anasemic law: what you refuse to mourn daily, you must vomit intensively.
India has 95 crore electors, 40 crore circulatory migrants. Old system – one man, one village, one booth, one enumeration in 10 years – cannot hold him. But instead of mourning that Nehruvian settled-voter model is dead – saying “we need portable franchise, continuous updating, migrant can vote where he works” – we incorporated.
We swallowed the migrant whole: kept him as entry in village list where he no longer lives, and as non-entry in city where he lives but has no address proof. He is living-dead voter – zinda laash ( living dead) in rolls.
Then SIR comes: house-to-house team goes to village house, finds door locked, writes “shifted/absent.” 9.5 crore such cases. Special becomes intensive because routine was absent.
SIR’s crypt: It carries a phantom infiltrator – the Muslim Bangladeshi, the ghost, the duplicate – who justifies intensity. Without phantom infiltrator, how do you justify deleting 13 crore names in 3 months? So phantom(ghost voters) must be kept alive to make special look necessary.
Result: a real migrant – Goan working in Gulf with name in Aldona list, Dalit labourer in Delhi with name in Bihar list – becomes absent on paper while present in flesh.
His name moves from SIR draft to deleted list. He must now file Form 6 to re-appear.
If he instead goes to street to say “I exist,” he meets second letter.
2. FIR: The Filing That Replaces Hearing
F in FIR is First. First information of crime.
But what is crime in SIR protest?
Under BNS: unlawful assembly, obstruction, disobedience. Technically correct – if you block road without permission, police can file.
Anasemically: FIR is incorporation of another loss – loss of intermediate space.
Post-Independence India had maidan, morcha, dharna- intermediate space between petition and prison.
That space is now dead and not mourned. We cannot mourn that street protest in age of live TV and WhatsApp becomes instantly national security event.
So we swallow dead maidan whole. We keep it alive inside FIR. Every protest becomes potential crime scene first, democratic expression second.
FIR’s crypt: It carries phantom disorder-maker tukde gang, Cockroach Party, vote-chor agitator – who must be filed first to protect order. Without phantom(ghost ) disorder, how do you justify filing FIR against citizen asking why his name deleted?
Result: citizen moves from deleted in SIR to accused in FIR. From absent voter to present accused in same month.
3. SIR to FIR: The Bridge That Collapsed
SIR – FIR is Heritva formula.
Heritage: Universal franchise – one person one vote, pride of 1950.
Heritva: Pure voter list for pure nation – one person one verified place, plus pure protest-free street.
Between them, real persons-Indians disappears.
Anasemic chain:
Voter migrates for work
– Name stays in village (ghost)
-SIR team marks shifted
-Name deleted (13 crore)
– Voter files Form 6 / or protests
– State says protest blocks intensive work
– FIR filed
– Voter now needs lawyer along with Form 6
From SIR to FIR, state has moved from seeing again to filing again without seeing person in middle.

When voter list becomes sectively included elite ., every name deletion feels like amputation, and every protest against deletion feels like crime.
4. How to Open Crypt From SIR to FIR
Crypt opens when unspeakable sentence is spoken.
For EC and Government: “We deleted 13 crore in draft because we did not clean for 10 years. Scale itself is our failure, not success. Let final net deletion after Form 6 be audited booth-wise, and let migrant vote where he works.”
For Opposition and Protester: “Rolls were inflated. 105% enrolment in some districts was real. Cleaning is needed. But cleaning cannot be special intensive drive that puts burden on poorest to prove they exist.”
For Police: “FIR is first information, not first intimidation. Maidan must be restored – designated protest space, time-bound permission, videography instead of lathi.”
Democracy is that buttermilk: you exist, so you count.
When SIR forgets that, it inevitably becomes FIR.
